Look closely

What to ask from a practical training programme

Choose training for your actual crop and production method. Ask which operations you will observe, which you will practise under supervision, which records you will prepare and how your work will be checked. A presentation and a hands-on session do not provide the same experience.

Request a clear syllabus covering inputs, preparation, crop management, problem investigation, harvest, records and the limits of the method. Ask whether you will see an operating crop or only a demonstration. Confirm dates and current arrangements directly with the organiser.

After training, practise explaining the sequence without notes. Where you cannot name the next check or recognise a reason to stop, seek further instruction before increasing the scale. An attendance certificate alone does not verify operating competence.

Identify the correct programme

A national guideline, a state implementation notice and a local application window may answer different questions. Keep issuing authority, version, date and applicable component together.

Separate cost from assistance

Project cost, eligible cost, a cost norm, assistance rate and a ceiling are not interchangeable. Expenses outside the eligible boundary still need financing.

Make the DPR consistent

Capacity, room calendar, input demand, sales, costs and cash requirements should agree with each other. A polished cover cannot compensate for contradictory production and financial schedules.

Track the application separately

Submission, acknowledgement, appraisal, sanction, inspection and payment are different events. Record the actual status and conditions rather than treating submission as approval.

Verify the exact scheme and current application route

Write down the scheme name, issuing authority, financial year, project component and location. Read the current guideline together with amendments and application notices. A document remaining online does not establish that applications are open or that its rates still apply. Verify the live position with the implementing authority before committing expenditure that depends on assistance.

Create a question list covering applicant eligibility, land or lease requirements, eligible components, timing of application versus purchase, inspection stages, financing conditions and release mechanism. Keep the reply or official reference beside each answer. Do not replace a missing answer with a claim from a supplier's advertisement.

Build the technical file before polishing the report

Assemble land and site documents, the production boundary, material supply arrangements, layout, utilities, staffing and buyer evidence. Make quotations comparable by recording taxes, transport, installation, exclusions, warranty and validity. Match every major cost to a defined component and every production assumption to its source or clearly labelled estimate.

The NHB mushroom DPR model is a useful historical example of the breadth of a project file. It is not evidence of current eligibility or a substitute for the form required by today's authority or lender. Use the current required format and preserve the supporting evidence so that a reviewer can follow the figures back to their origin.

Keep project cost, eligible cost and available cash distinct

The amount you must spend may differ from the cost recognised by a scheme. Prepare separate columns for total project expenditure, proposed eligible expenditure and the authority's eventual assessment. Do not present an assumed assistance percentage as a guaranteed deduction from the amount needed to start.

Build a cash plan using the lender's actual terms and the scheme's verified release conditions. Include delay scenarios and a case without assistance. Ask a qualified finance professional to review repayment ability and funding gaps. A positive annual surplus does not ensure that cash is available on each instalment date.

Why a funding gap can exist even with proposed assistance

Suppose an illustrative project needs payments before commissioning, while assistance can only be considered after a later verified stage. The farm still needs an authorised source of funds for those earlier payments. The expected assistance is not cash in the bank, and approval or timing must not be assumed.

Submit a consistent file and track each condition

Check that the applicant name, site, capacity, project components and financial totals agree across the application, drawings, quotations and report. Retain a dated copy of the submission and acknowledgement. Record queries and responses so that later revisions do not contradict earlier commitments.

After any approval, read its conditions before ordering or changing scope. Maintain invoices, payment evidence, implementation records and other documents required by the actual process. Changes in suppliers, capacity or components may need authority or lender review. Use written confirmation where a decision affects eligibility or financing.

A scheme is a printed offer to a category of people. A subsidy is money released to one named applicant after the work is checked. Most disappointment lives in that gap.

What a scheme publishes

A scheme document publishes three things: the components it supports, a cost norm for each, and a pattern of assistance. It does not publish your eligibility, your sanction or your money.

The MIDH Operational Guidelines 2025 list mushroom cultivation with four components: a production unit at Rs 30 lakh per unit, a spawn making unit at Rs 20 lakh, a compost making unit at Rs 30 lakh, and a low cost or small scale production unit at Rs 2 lakh for a 200 sq ft structure.

The pattern, as the guideline states it

MIDH states the pattern for the first three components as 100% of the cost to the public sector and 40% of cost for the private sector, as credit linked back ended subsidy. It adds that in the North Eastern and Himalayan states, Scheduled areas, vibrant villages, Andaman and Nicobar and Lakshadweep, assistance will be at 50%.

For the low cost unit the guideline states assistance at 50% per unit, subject to a maximum of five units per beneficiary.

Who decides, and where

Central guidelines set the frame. The State Horticulture Mission or other state implementing agency runs it on the ground: it opens applications, checks eligibility, allocates annual targets and issues sanctions.

MIDH places mushroom projects up to a total project cost of Rs 20 lakh with the State Level Executive Committee, so your project's size decides which table your file reaches.

Telangana's guidelines show what a state adds: an item by item break-up of each national cost norm. Another state will itemise the same Rs 30 lakh differently. Always read your own state's current year guidelines beside the national document.

A different scheme, a different shape

MIDH is not the only route. NHB's model DPR treats a mushroom project as six components: spawn production, casing soil production, compost or substrate production, ready to fruit bags, the cropping unit, and processing or value addition.

NHB notes that the subsidy amount is the same for one component or several, and can be availed only once under the scheme. That one sentence changes how a project should be packaged.

Two numbers sit side by side in every application: the scheme's cost norm and your project cost. Assistance is worked on the governed basis, the norm, not on whatever you spend.

MIDH sets the mushroom production unit norm at Rs 30 lakh per unit, with private sector assistance at 40% of cost, and 50% in the North Eastern and Himalayan states, Scheduled areas, vibrant villages, Andaman and Nicobar and Lakshadweep.

The national guideline gives totals; the state gives the shape. Telangana's guidelines print the break-up behind each mushroom norm.

For the production unit: two PUF panel growing rooms of 60 by 18 by 16 ft with a corridor at Rs 14,00,000, and an environmental control system at Rs 16,00,000. For the spawn unit: sterilisation, inoculation and incubation rooms at Rs 12,50,000, an autoclave at Rs 2,50,000, two air conditioners at Rs 2,00,000, a laminar flow chamber at Rs 1,00,000, racks at Rs 2,00,000.

Published tables are made by people and carry mistakes. In Telangana's low cost table, five exhaust fans at Rs 3,000 each are totalled as Rs 5,000 rather than Rs 15,000, while the overall total still reads Rs 2,00,000.

That is no reason to distrust the scheme. It is a reason to add every column yourself before building a project around a printed total.

The same table gives the low cost unit its shape: two cropping rooms of 10 by 10 ft, a steaming tank, a chaff cutter, racks, a humidifier, exhaust fans, netlon and soaking drums.

What the assistance will not touch

The implementation guidance is explicit about scope. The subsidy is to be used only for construction of buildings, infrastructure, and purchase of machinery and equipment required to set up the unit. It states there is no provision to cover recurring charges, staff or contingency costs.

Straw, spawn, casing, wages, electricity and your first cycles are outside the assistance, and your file must show how they are funded.

NHB's 2018 model report for mushroom production technology is a structure, not an answer sheet. Its financial tables are left empty for the applicant, which means the assumptions are yours to state and yours to defend.

The document does supply technical anchors you can cite: strain by strain yields under Indian conditions, spawn incubation at 25 to 27 °C, a planning target of at least six crops per room per year, and the six project components.

One yield, one price, every table

The commonest reason a mushroom report fails is internal contradiction. The production table states one yield, the revenue table implies another, and the repayment schedule needs a third.

Loan: the bank appraises and sanctions, which the guidance makes mandatory for a private applicant. Execution: you build, buy and keep every bill. Claim and release: inspection first, then the back ended subsidy is adjusted as the state agency directs.

Back ended means the assistance follows the work. You spend first, from your own funds and the bank loan. Only after the expenditure is verified does the subsidy portion move, and it is commonly adjusted into the loan account rather than paid into your hands.

Credit linked means the assistance is tied to that sanctioned loan. Without the loan, the private applicant route does not open at all.

What actually delays files

Delays are usually documentary rather than technical. Land papers that do not match the applicant's name. A quotation older than the scheme's window. An invoice without complete tax details. Payment made in cash where the scheme expects banking channels. Sort all of this out before the inspection rather than during it.

  • Land ownership or lease papers in the applicant's name, with current records.
  • Invoices, payment proofs and bank statements for every item claimed.
  • Dated photographs of each construction stage, from foundation to finished room.
  • The sanction letter and the report copy the sanction was based on.

What a joint inspection looks at

An inspection compares three things: the sanctioned proposal, the physical asset and the bills. Room sizes are measured. Equipment is checked against invoices. Capacity is compared with what the report claimed.

That is why the report's numbers must be buildable. A report claiming two rooms of a stated size has to be met by two rooms of that size.
