01Separate gates, not one door

Intake: the application is registered with the implementing agency during an open window, against that year's targets. Sanction: the competent committee approves it, and for mushroom projects up to a total project cost of Rs 20 lakh MIDH names the State Level Executive Committee.

Loan: the bank appraises and sanctions, which the guidance makes mandatory for a private applicant. Execution: you build, buy and keep every bill. Claim and release: inspection first, then the back ended subsidy is adjusted as the state agency directs.

Each gate can stop, and the time between gates is yours to fund.

02Back ended, in plain words

Back ended means the assistance follows the work. You spend first, from your own funds and the bank loan. Only after the expenditure is verified does the subsidy portion move, and it is commonly adjusted into the loan account rather than paid into your hands.

Credit linked means the assistance is tied to that sanctioned loan. Without the loan, the private applicant route does not open at all.

So your cash plan must stand on its own, at the full project cost, for the whole period between spending and settlement. The state implementing agency decides the timing and manner of release.

03What actually delays files

Delays are usually documentary rather than technical. Land papers that do not match the applicant's name. A quotation older than the scheme's window. An invoice without complete tax details. Payment made in cash where the scheme expects banking channels. Sort all of this out before the inspection rather than during it.

  • Land ownership or lease papers in the applicant's name, with current records.
  • Invoices, payment proofs and bank statements for every item claimed.
  • Dated photographs of each construction stage, from foundation to finished room.
  • The sanction letter and the report copy the sanction was based on.

04What a joint inspection looks at

An inspection compares three things: the sanctioned proposal, the physical asset and the bills. Room sizes are measured. Equipment is checked against invoices. Capacity is compared with what the report claimed.

That is why the report's numbers must be buildable. A report claiming two rooms of a stated size has to be met by two rooms of that size.

Keep a site file from day one. It is the difference between one smooth claim visit and a second one, and it is the same file a bank asks for when you seek working capital later.

  1. Open one file with sanction letter, report copy, quotations and land papers.
  2. Add every invoice with its payment proof and bank statement entry.
  3. Photograph each construction stage with the date visible.
  4. Write the stage your file has reached and the next document each office wants.
