01Norm, project cost, and which governs

Two numbers sit side by side in every application: the scheme's cost norm and your project cost. Assistance is worked on the governed basis, the norm, not on whatever you spend.

MIDH sets the mushroom production unit norm at Rs 30 lakh per unit, with private sector assistance at 40% of cost, and 50% in the North Eastern and Himalayan states, Scheduled areas, vibrant villages, Andaman and Nicobar and Lakshadweep.

If your unit costs more than the norm, the extra is yours alone. The state implementing agency decides the final basis, so ask in writing before you build.

02What a state break-up tells you

The national guideline gives totals; the state gives the shape. Telangana's guidelines print the break-up behind each mushroom norm.

For the production unit: two PUF panel growing rooms of 60 by 18 by 16 ft with a corridor at Rs 14,00,000, and an environmental control system at Rs 16,00,000. For the spawn unit: sterilisation, inoculation and incubation rooms at Rs 12,50,000, an autoclave at Rs 2,50,000, two air conditioners at Rs 2,00,000, a laminar flow chamber at Rs 1,00,000, racks at Rs 2,00,000.

Those are that state's model figures. Put your own quotations beside them.

03Add the column yourself

Published tables are made by people and carry mistakes. In Telangana's low cost table, five exhaust fans at Rs 3,000 each are totalled as Rs 5,000 rather than Rs 15,000, while the overall total still reads Rs 2,00,000.

That is no reason to distrust the scheme. It is a reason to add every column yourself before building a project around a printed total.

The same table gives the low cost unit its shape: two cropping rooms of 10 by 10 ft, a steaming tank, a chaff cutter, racks, a humidifier, exhaust fans, netlon and soaking drums.

04What the assistance will not touch

The implementation guidance is explicit about scope. The subsidy is to be used only for construction of buildings, infrastructure, and purchase of machinery and equipment required to set up the unit. It states there is no provision to cover recurring charges, staff or contingency costs.

Straw, spawn, casing, wages, electricity and your first cycles are outside the assistance, and your file must show how they are funded.

The same guidance states that a private applicant must take a loan from a bank, and that the subsidy is credit linked and back ended.

Norm against quotation

  1. Write the scheme cost norm for your component in one column.
  2. Write your own quotations for the same items in the next column.
  3. Total both columns yourself and mark every line differing by more than a tenth.
  4. List the costs the guidance excludes and write where that money will come from.
